Negative Nit Picking

What is it about people just wanting to nit pick and not see the big picture. Or coming up to you to tell you what's good, wrong etc. What is so hard about telling other "good job"? Why cant management see the good and build off strength and not flaws? O when will it end? Just some rants and rave for the day.
